Avi2vcd is an mpeg encoder with only one purpose: Encoding VideoCD 2.0 compliant
mpeg streams. The initial release can create all 3 valid VideoCD streams: FILM
(23.976 fps), PAL (25 fps), and NTSC (29.97 fps). The input avi's must be of the
correct frame rate for the type of VideoCD you wish to create (FILM, PAL, or
NTSC). The horizontal resolution must be between 176 and 352 pixels, the
vertical resolution must be 240 for FILM and NTSC, and 288 for PAL. Future
releases will add support for a greater variety of input videos (resolutions up
to 720x576).
